Fox
Fox requires that renters be at least 19 years old. At their locations, you can choose from a wide range of cars.
The majority of locations allow you to choose from the following vehicle classes: Economy, compact, intermediate, standard, full size and cargo vans.
Renting a small truck or SUV is also an option at many locations. Drivers under the age 21 are usually excluded from this.
Turo
A 19-year old driver can only rent vehicles with a maximum value of $20,000, and that is before insurance costs or any other fees. The car must also be in the super or deluxe category or be a specialty vehicle.

Zipcar
Zipcar may be the best option for you if you need a vehicle every day or to attend events at your school. Zipcar Student is a program that allows students rent cars for a few hours each day or every week.
Hertz
Hertz charges a fee for drivers younger than 25. Hertz and AAA have partnered to waive the young driver fees for members aged 20-24 who meet the rental requirements.
Budget
Budget sets a minimum rental age of 18 in the vast majority of states, with New York and Michigan being exceptions. Budget will charge drivers who are under 25 a fee, but it does offer a youth rental rate to government employees and military personnel.
Thrifty
Thrifty, another car rental firm that offers a discount to young drivers under 25, also offers a similar rate. Members of AAA and USAA and anyone 18 or older will not be charged the underage rate.
